The Children’s Outdoor Bill of Rights was started by the California Roundtable on Recreation, Parks and Tourism in California.  Since then, California’s Children’s Outdoor Bill of Rights has been endorsed by numerous communities and organizations as well as government agencies and other entities nationwide.  Listed below are the latest states that have adopted the COBR in various versions
